Terry Jefferies

Terry P. Jeffries serves as the Assistant Vice President for Strategic Enrollment Management and Executive Director of eHBCU Campus Consortium at Delaware State University. In this dual leadership role, she oversees university-wide efforts to expand access, reengage adult learners, and drive innovation in digital education across a National Consortium of Historically Black Colleges and Universities.

With over 30 years of experience in strategic enrollment management, adult education, and student success, Ms. Jeffries brings a passion for transforming how institutions support learners who have paused their academic journey. She has increased graduate and online enrollment, worked with Academics to expand the University’s groundbreaking online programs, built reentry pathways for near-completers, and secured millions in funding to support degree completion efforts through grants from Thurgood Marshall College Fund, the Sallie Mae Foundation, the Kresge Foundation, and Ascendium.

At the helm of eHBCU Campus Consortium, Ms. Jeffries leads a multi-institutional initiative focused on empowering nontraditional learners to return, reengage, and rise through high-quality, flexible programs rooted in the legacy and excellence of HBCUs. Her work is centered on student impact, institutional collaboration, and building an inclusive future for higher education.

Ms. Jeffries is a respected voice in the field of strategic enrollment management and online learning. She is known for bridging vision with execution and for her unwavering commitment to educational equity and economic mobility for underrepresented communities.
